Human Resources Clerk (Full-Time; Non-Exempt)

Job Summary:

The Human Resources Clerk provides general administrative and clerical support to the Human Resources Department, performing a variety of duties related to employee records, payroll, benefits, communications, and department programs. The HR Clerk is responsible for accurately entering data, reviewing documents, processing on a timely basis, and maintaining confidential employee information and records. Work requires attention to detail, organization, dependability, discretion, and sound judgment. Work is performed under the general supervision of the Human Resources Director, and has no supervisory responsibilities.

 

Salary:

$17.63 – $22.04 per hour, depending upon qualifications and experience

Schedule:

  • Hours Monday – Thursday 7:30 a.m.-5:30 p.m., Friday 7:30-11:30 a.m.

 

Essential Functions:

  • Reviews, processes and maintains employee and personnel information, including personnel action forms, evaluations, payroll changes, benefits, and other employment-related records
  • Enters, reviews, and updates information in payroll, Human Resources, benefits, and other applicable systems (approximately 50% of position responsibilities is data entry)
  • Maintains accurate and organized electronic and paper personnel files and records in accordance with established procedures
  • Processes employment verifications and other personnel-related requests while maintaining confidentiality
  • Assists with background checks, drug testing, and other pre-employment activities, and with documentation for new hire orientation
  • Compiles data for contract comparisons and salary surveys
  • Assists with reports, spreadsheets, and other Human Resources data and projects
  • Supports the City’s Character initiative which includes monthly character bulletins, utility flyers, banners, and crossword
  • Provides administrative support for Human Resources communications, including website, social media posts for Owasso Hires and Owasso Character Council, email, and other informational materials
  • Communicates effectively and professionally with employees, applicants, supervisors, vendors, and the public
  • Greets and assists employees and other visitors, and directs inquiries to the appropriate staff member
  • Assists with employee communications, meetings, and other departmental activities
  • Provides general administrative and clerical support to the Human Resources Department to help maintain efficient operations
  • Perform other duties as assigned in a positive manner which supports the vision and strategic objectives of the division/department and the entire organization of the City of Owasso

 

Minimum Qualifications, Education and/or Experience:

  • High School diploma or GED equivalent; college or other continuing education a plus
  • 1-2 years data entry experience in an environment requiring a high level of accuracy
  • 1-2 years relevant clerical experience
  • Experience in payroll, human resources and/or customer service a plus
  • Must be organized, detail oriented and able to analyze information for accuracy
  • Must be proficient with Word, Excel, Outlook
  • Experience with Canva a plus
  • Ability to operate scanners, copiers, and printers
  • Ability to learn and adapt to new technology
  • Ability to work in a team environment
  • Excellent verbal and written communication skills, with ability to interact with a variety of people
  • Valid driver’s license with a good driving record

Working Environment and Physical Requirements:

  • Work will be performed in an indoor office setting in an area that will require greeting employees and visitors, working independently and/or as part of a team
  • Tasks may typically require some combination of sitting or standing for extended periods of time, walking, reaching, repetitive motion, handling, feeling, hearing, and mental and visual acuity.
  • Incumbent must maintain the following physical abilities
    • See well enough to operate equipment, read directions, inspect work performed, and to view a computer screen and fine print, sometimes for sustained periods of time
    • Hear well enough to converse on the phone or in person
    • Use hands and fingers for operating required equipment, for answering the phone, using computer keyboard, and writing and filing
  • Ability to operate a variety of equipment as required to perform essential functions of job
